🌻UReeseCommittee Proposal

In preparation for Layer Zero becoming some sort of non-profit entity, we should map benefits, duties, and activity zones to "committees" or "departments" ideally made up of several people who are each not tied to any specific one. There should be communication both among and between committees - what can be seen as a kind of federation.

Tasks, budgets & expenses can be discussed asynchronously, and potentially at at regular meetings. We could create new matrix rooms for each; members can join/leave and toggle notifications anytime to participate.

This is just a starting point, details are flexible. Committes can always merge/split, transfer duties, change names, etc.
